Eligibility is determined at the discretion of a health professional or the librarian and is based on the following description:
"Print disabled includes anyone who can't read normal print because of blindness, visual impairment, physical disability and/or learning disability in accordance with the definition provided for 'perceptual disability' in Section 32.(1) of the Canadian Copyright Act."
